Launched by the Government of India in April 2018 as part of the Solid and Liquid Waste Management component under Swachh Bharat Mission (Grameen), GOBARDHAN aims to enhance village cleanliness while generating wealth and energy from cattle and organic waste. It supports rural areas in achieving ODF-plus status, aligning with Swachh Bharat Mission (Grameen) Phase II objectives. GOBARDHAN is a comprehensive initiative promoting the conversion of organic waste into biogas, CBG, and Bio CNG, coordinated by the Department of Drinking Water and Sanitation, Ministry of Jal Shakti.

- Individual Household Model: Gram Panchayats identify eligible individual households.
- Cluster Model: Gram Panchayats, in collaboration with entities like Cooperatives, Milk Unions, Farmer Producer Organizations (FPOs), SHGs, and CBOs developed under DAY-NRLM, as well as private entrepreneurs, identify clusters of households. These clusters should have a minimum of 3 to 4 cattle.
- Community Model: Gram Panchayats identify eligible households for this model.
- Commercial Model: Entrepreneurs, Cooperatives, Gaushalas, Dairies, etc., are eligible to establish large biogas or Compressed Bio-gas (CBG) plants.
- Priority is given to villages with a substantial population of cattle.

Galvanizing Organic Bio-Agro Resources Dhan (GOBARdhan) is an umbrella initiative of Government of India based on the whole of Government approach. It covers the entire gamut of schemes / programmes / policies promoting the conversion of organic waste like cattle dung/ agri-residue etc. to biogas/ CBG/ Bio CNG.
GOBARdhan is on a mission to transform biodegradable and organic waste, including cattle dung, agricultural residues, and biomass, into high-value resources like biogas, CBG and organic manure.

The objectives of GOBARDHAN are to help villages manage cattle and agricultural waste safely, improve cleanliness, convert organic waste into valuable resources, particularly biogas and organic manure, for rural use, promote environmental sanitation, curb vector-borne diseases, and create employment and income opportunities by involving local communities, entrepreneurs, SHGs, and youth in setting up and managing GOBARdhan units.

Anyone who operates or intending to setup a biogas/ CBG/ Bio CNG plant in India can obtain a registration number by registering in the unified registration portal. The registration number is required to avail benefits/ support from other Ministries/ Departments.
